Donna has conducted and managed

workplace investigations

 for private employers and public agencies under the provisions of Title IX, Title VII, EEOC and DFEH. She is well versed in the Public Safety Officers Procedural Bill of Rights and the Firefighters Procedural Bill of Rights.   She has conducted complex investigations involving high-level public employees and elected officials. As both an instructor at California State University at Fullerton and as an attorney in private practice, Donna has taught and instructed on workplace investigation practices and issues. 

Donna’s background is unique in that in addition to her many years as a practicing attorney, she has also been employed as a Director with an international insurance brokerage where she staffed and managed a diverse workforce. She has an extensive litigation background, and has represented both plaintiff and defendants in professional liability, products, bad faith and labor and employment matters.  Donna has represented employers in state and federal courts, in administrative hearings and before civil service commissions. Donna’s experience with advice and counsel, administrative hearings, employee discipline and performance management give her a practical perspective and insight into the many challenges that exist in today's workplace.

Donna is ATIXA certified and hold the Association of Workplace Investigators Certificate. She has participated in advanced Title IX training and sexual trauma investigative and adjudication practices. 

Donna is admitted to the California Bar and the United States District Court, Central District.
